A non governmental organization popularly known as Green the Red cluster has applauded Ebonyi state government led by governor Francis Ogbonna Nwifuru for budgeting the sum of 17 Billion naira on Community Charter of Demand, (CCD) projects across the state.
The CCD, which is a document and tool used to identify and document a community’s prioritized needs for potential inclusion in the State’s annual budget has identified certain areas where government attention was needed.
These areas, when adequately attended to, would enhance the livelihood of the people, and improve standard of living as it revolves around basic social amenities such as water, education, healthcare, roads, Agriculture, security and more.
While addressing a press conference in Abakaliki, the state capital, Mr. Oliver Ajah, who is the executive director of the DIG Foundation (the anchor organisation for cluster organisations) and the focal person of the cluster, expressed satisfaction with the state government’s inclusion of the Community Charter of Demand (CCD) projects in the 2025 state budget.
“Development & Integrity Intervention Goal Foundation, (DIG) Green the Red Cluster and entire Ebonyi Civil Society network are proud of current status of Community Charter of Demand (CCD) in the 2025 Ebonyi state budget.
“CCD is a document and tool used to identify and document a community’s prioritized needs for potential inclusion in the State’s annual budget. In 2025 Ebonyi State Government made us proud by capturing CCD projects totaling over Seventeen Billion Naira.
“This amount is far above all the constituency projects of the Ebonyi State House of Assembly members put together”. He said.
Ajah commended Governor Francis Ogbonna Nwvifuru for demonstrating a high level of commitment towards achieving the “Peoples Charter of Needs Mantra” of his administration, saying that “a government that allows citizens to make input into the budget for over seventeen Billion Naira is worthy of commendation”.
“This is real history, the highest ever in the history of CCD in Ebonyi State if not all over Nigeria. This is in line with Open Government Partnership (OGP) and other global reform initiatives including SFTAS.
“With this, Ebonyi state has made History and more achievement would be recorded if these CCD projects are implemented.
” It is worthy to note that, the leadership of Ebonyi State Ministry of Budget and Planning and Ministry of Finance are committed to CCD process in the state.
“CCD has become part of the budget process in Ebonyi State, in fact it is clearly stated in the call circular released by Ministry of Budget and Planning to the MDAs and other stakeholders.” He explained.
Ajah, while making the commendations, noted the contributions of various ministeries, Departments and Agencies in the state such as the Ministry of works, Ministry of Water Resources, EB-RUWASSA, Ministry of Housing and Urban Development, Ministry of Infrastructural Development and Concession.
Others include the state ministry of Primary and Secondary Education, Ebonyi State Universal Basic Education Board, Ministry of Health, Ebonyi State Primary Health Care Development Agency, Ministry of Rural Development, Ministry of Agriculture among others.
