The Anambra State Signage and Advertisement Agency (ANSAA) in charge of the implementation of the Out-of-Home Promotions and Visual Campaign Guidelines for political parties participating in the 2025 Anambra State gubernatorial election is in logger head with the All Progressives Congress (APC) over unauthorised outdoor activities.
The Managing Director and Chief Executive Officer of the agency Mr. Tony Odili Ujubuonu in a press conference in Awka said although the response to ANSAA was poor because only five out of 16 political parties contesting in the November 8 election complied trouble started on August 1 in Nri, Aniocha Local Government Area, where ANSAA alleged that APC resorted to violence to obstruct its official team on lawful assignment.
Ujubuonu said that prior to that day the party had been issued two demand notices within a period of two months and with a two-week compliance window, followed by a legal reminder with an additional one-week timeline and all were ignored.
He alleged that APC deliberately violated the law by refusing to obtain the mandatory campaign permit, and yet proceeded to engage in unauthorized promotional activities: “erecting posters, branding vehicles, hoisting banners, organizing filled with promotional items bearing party names and logos, and even installing unapproved billboards at irregular sites without registered practitioners and due vetting from the Advertising Regulatory Council of Nigeria (ARCON)”.
It was when officials of ANSAA went to remove the campaign materials that trouble erupted and thugs allegedly forced the officials to restore the campaign materials which they removed and manhandled the officials.
The assistant general manager Mr. Chika Ngobiri recounted to journalists at the conference how his team escaped death while enforcing the law. Ngobiri said his team restored the materials removed at the instance of thugs to save their lives.
The matter has also been reported to the police.
Meanwhile, the five political parties that have have registered with ANSAA are:
Young Progressives Party (YPP) which complied on June 24, 2025,
African Democratic Congress (ADC) – June 26, 2025,
Labour Party (LP) – June 27, 2025,
Action Alliance (AA) – June 27, 2025
All Progressives Grand Alliance (APGA) – July 2, 2025
These parties Ujubuonu said have since been granted a campaign permit each and an unrestricted access to the Out-of-Home campaign space across the state.
He also acknowledge that some of the remaining political parties have opted for alternative campaign platforms such as Social Media, Radio or Television to avoid breaching the established regulations.
This approach, according to him, is acceptable, provided it does not violate the Out-of-Home advertising laws in Anambra State.
